This is a space to share information about projects working in this research area.
Searching the site SourceForge.net looking about PLE projects, it gave me 4 results. Only 2 have to be with Ple platforms. This were The PLE (Personal Learning Environment) and the courseweb but any of them have activity on the project.
Also on this site I found that ten competence project, The EU funded project TENCompetence will provide the software for supporting individuals, groups and organisations in lifelong competence development, using open-source, standards-based and innovative technology. This project started working on learning through competence and know had move to lifelong learning.
The sapo Campus project, aims to integrates several Web 2.0 services in a educational environment. Based on the Web 2.0 Services provided by SAPO. There isn´t a demo yet about the service they provide.

In contrast, a virtual learning environment (VLE) or learning management system (LMS), such as Blackboard or Moodle, is:
a software system designed to help teachers by facilitating the management of educational courses for their students, especially by helping teachers and learners with course administration. The system can often track the learners' progress, which can be monitored by both teachers and learners.
Notice the difference? A VLE/LMS is all about controlling how you learn. A PLE is about giving you control over how you learn.

Not sure if it's the sort of thing that you're looking for, but you might be interested in the EU4ALL project (which I have done some work on), is doing work on content personalisation.

Hi Irma, there have been a number of JISC technical projects in this area, especially circa 2005-07, when the term 'personal' was widely used. I think there are some interesting tensions between technologies/environments already 'personal' to the learner, and 'personalised', as if some personal essence or quality were being added later. The HEFCE e-learning strategy favours 'personal' for describing technologies focused on learner ownership and control. A search of the JISC site using the word 'personal' throws up some good technical projects of which Persona is one of the most recent: http://www.jisc.ac.uk/whatwedo/programmes/usersandinnovation/persona.aspx.
